General Recommendation on Computer Replacement

This is meant to provide general computer replacement recommendations that would ensure an excellent infrastructure of individual computers; and provide a basis for sound budgetary planning decisions at College, Departmental, or Unit levels. Recommendations:

1. Ensure that all appropriate employees are provided with a computer no older than three years.

2. Include computer equipment as part of the funding formula for new positions.

3. Replace computers three years old or older.

4. Continue enforcement of purchasing computers on state contract except where unusual functional requirements are indicated. Purchasers should base computer specification decisions on individual needs and requirements of the local networked environment. The Office of Information Technology is available to assist purchasers with these decisions.

The replacement term of three years is based on the length of warranties and industry changes which affect the ability of computers to handle new operating systems and software. Beyond the three-year period, direct College support for computers increases while function decreases.

A prudent course of action would be to replace 1/3 of computers in a unit each year, thus spreading costs evenly and predictably over time. Depending on the initial state of computers within a unit, the first year or two would require adjustments to begin the cycle. Costs per computer vary; however, average figures of $2,200 for desktop computers and $3,500 for notebooks are within a reasonable range.

Obviously, these recommendations do not necessarily coincide with budgetary realities, and are up to those with budget responsibilities to consider.
