Daylight Savings Time Information

What You Need To Know and What To Do First

Beginning this year, 2007, daylight saving time (DST) will be extended in the United States. DST will start on March 11, 2007, which is three weeks earlier than usual, and it will end on November 4, 2007, which is one week later than usual. This results in a new DST period that is four weeks longer than in previous years. Unless certain updates are applied to your computer, the time zone settings for your computer's system clock may be incorrect during this four-week period. In particular, you must make sure that all Windows operating systems, calendar programs, and any PDAs, SmartPhones, or Blackberries are updated.

Below we have provided information and links to assist you with the daylight saving time (DST) adjustments. Please read all information pertaining to your patch(es) before performing any actions. If you still need additional help after reading all material, call the OIT Helpdesk at (706)542-2139.

1. Windows XP

The Daylight Savings Time patch will be delivered via Microsoft Critical Updates for the Windows XP operating system. If your Critical Updates DO NOT DOWNLOAD and INSTALL automatically, you will need to do a manual check for Critical Updates for your machine after reading the below instructions and by visiting the below site. If you are unsure if your updates are automatic, please follow the below instructions and visit the link to the Microsoft Critical Updates site.

When you arrive at the site, please look to the right side of the page; the automatic update status will indicate whether your machine's automatic updates are turned on. If they are not turned on there will be a link to turn the updates on. If you turn on automatic updates you will need to select a time to install the updates. Set this time during working hours and when your pc will be on but not in heavy use. If your updates were already turned on, click the link to pick a time to install the updates, and choose a time when your computer is on and not in heavy use.

When checking for Microsoft updates, select the "Express" button for the method of checking for critical updates. The update site will scan your pc for the needed critical updates. You want to download and install ALL of these critical updates unless otherwise instructed. Some updates such as the Microsoft Genuine Advantage Validation may prompt to follow additional steps to install the update; please accept all defaults if prompted. Once the updates have finished you may or may not be prompted to restart your machine.

2. Windows 2000

If your operating system is Windows 2000 you will need to visit the site below and manually install the Daylight Savings Time patch. Please read and follow directions.

3. Microsoft Outlook Calendar

If you use the Microsoft Outlook Calendar you will need to apply the patch (tzmove.exe) to adjust any appointments and/or events you might have scheduled during the additional daylight savings days. Please visit the below site and download the patch.

Once you download the patch, open the downloaded file to run the patch. Accept all the default settings for the application, and continue to patch your calendar appointments. You may want to open and print the log file to ensure your appointments are correct.

NOTE: If using the Oracle Connector software, there may be duplicate entries in the calendar after the patch has run.

4. Windows Mobile (PDA) and Windows Smartphones

Every user of a PDA needs to apply the patches mentioned below to adjust their Outlook appointments and their PDA.

To make sure your appointments on your Windows Mobile device are accurate, you’ll need to update your device. If you regularly synchronize your device with your PC, you’ll need to update Microsoft Windows and Microsoft Outlook as well.

There are 3 different patches that must be applied to get your PDA and calendar correct. The first, '2007 time zone update for Microsoft Windows operating systems' (WindowsXP-KB931836-x86-ENU.exe), is only needed if the patch has not been received via Windows Critical Updates.

The other two patches, 'Outlook Time Zone Update Tool' (tzmove.exe), and the Windows Mobile 'Daylight Saving Time 2007 Update Tool' (Setup.msi) are required to address the PDA issues, and are hyperlinks to the tools.

The link below contains all the information and links to patches needed. Please read the instructions completely before beginning any downloads. Most users connect their PDA directly to the PC, so they will need to follow the instructions under the section labeled "For Windows Mobile users who connect to a PC." Pay special attention to step #5 where you have to change your time zone and then change it back before the patch will be applied.

5. Blackberry Devices

Blackberry devices will be affected by the Daylight Savings Time change as well. There is a patch that is available now for devices running OS of 4.0 and later (this is the OS, not the Desktop Manager version). Visit the link below to get the patch:

NOTE: you have to CLOSE the BB desktop software on the PC BEFORE running the patch.
